Discrepancy

All Indian nurture a dream of success in life. Indians generally choose education as their career. Indians have proven themselves to be good managers, teachers, businessman, management gurus etc....the list is exhaustive to be very honest. We all take them as our followers and most of us prepare for GRE, TOEFEL and all such test and then we again prove our worth in the USA and Europe and etc by studying that xtra 1 yr to bridge the gap between their and our duration of education. We have been doing that succesfully. Pretty cool and commendable.........
Now what is the procedure if any international student wish to join Indian insti??????????? Do we hv any test or guidelines (except the regular one like reco and photocopy of the degree certificates) for accepting the foreign students. I believe every engg and mgmt school continues to hv that NRI quota even today(yup....bit under the carpet business though)............
My question is that r we that bad that we will hv to prove our mettle at every stage while any foreign student can just walk into the Indian educationn scenario.......
I do believe that there is a gap in duration between there education tenure and ours........but why I will be forced to loose a year even after qualifying in an international level xam?????
None of our degree awarded in India r treated valid in other countries while we continue to accept any body with a degree which is International.......why this discrepancy????
Is it not shameful that we r actually disregarding our education system when we appear for GRE..........and Indian phd is not valid in USA/Europe while the reverse is valid in India.
I think time has come when we should demand an uniform system which will monitor the admission of Indian students based  on the level of qualification of the student and most importantly his/her degree achieved in India has to be recognised. This is a tough job and needs diplomatic acumen to establish the system.
India should also put in place a stringent system monitoring the entry of foreign universities/educational centers in India.
